Project Background

Tikwaniritse ndi Kuteteza ma Ufulu a Ana (TiKuMA Programme) is building on the previous Norad framework, the vision of the programme is that all children enjoy their right to education and are protected through strong community and government systems by 2028. Contributing towards this vision, Save the Children (SC) and GAYO with other partners will create hubs of excellence in the two districts of Balaka and Mchinji, to generate experience and evidence for replication and scale. To achieve this, we will work with civil society, government actors, and children themselves within three interrelated thematic areas: A strong government system is accountable, responsive, inclusive, and transparent in respecting, protecting, and fulfilling the rights of children (Child Rights Governance), Children are protected from child marriage, sexual and gender-based violence, teenage pregnancies and emotional abuse and have their sexual and reproductive health and rights fulfilled (Child Protection) and children access and complete quality basic inclusive education with improved competencies in foundational literacy and numeracy (Education). This 5-year programme has been developed based on a situation analysis that included 4 consultations with 250 children including 16 with disabilities, in 4 districts and co-designed with partners

Job Summary:

The NORAD Program Coordinator will report to the GAYO Programme Manager. She/he will have regular contact with children and/or young people either frequently or intensively as she/he works at the district, community and school levels. As such, she/he is required to provide leadership in mainstreaming child safeguarding in all program activities. Overall, the Program Coordinator will be responsible for providing technical leadership and guidance in the implementation of the Education Pillar of the NORAD Framework Agreement including supporting the GAYO Program Manager in ensuring effective budget management and monitoring for the program in line with existing policies and partner contractual agreement. In liaison with the GAYO program Manager, the Program Coordinator will have oversight responsibility of project planning, implementation, monitoring and evaluation of the programme activities ensuring that the program meets the expected results and reporting requirements. She/he will also be responsible for documenting and presentation of program activities and achievements as required and/or delegated by the Program Manager in GAYO and/or Save the Children. She/he will work closely with the Education Technical Coordinator from Save the Children and staff from the District Education Office and other relevant sectors from the District Council.

Key Responsibilities:

  1. Program Quality
  2. Overall responsibility in effective delivery of program activities in Mchinji district
  3. Lead and provide technical guidance in program planning, delivery, supervision, monitoring and evaluation of program activities in liaison with the GAYO Program Manager and Education
  4. Technical Coordinator for Save the Children.
  5. Coordinate capacity strengthening activities for relevant district stakeholders including teachers, learners, members of school governance and community structures, and the community
  6. Coordinate other program activities including events and meetings.
  7. Ensure gender transformative, social inclusion and climate change approaches are integrated in program activities.
  8. Coordinate the development of program Detailed Implementation Plans (DIPs), work plans, advances and scope of works for all program activities.
  9.  Ensure close coordination with MEAL and Program staff for other thematic areas of the NORAD Framework Agreement and all relevant stakeholders
  10. Maintain program records, reports, and databases.
  11. Perform any other assignments as required/delegated by the GAYO Program Manager and program staff from Save the Children

2. Communication and Liaison:

  • Serve as a point of contact for program stakeholders, including team members, partners, and vendors.
  • Facilitate communication and collaboration among team members.
  • Respond to inquiries and provide program information.

3. Project Management Support:

  • Assist the GAYO Program Manager with task assignment, tracking, and monitoring.
  • Help ensure project deliverables meet quality standards
  • In liaison with the GAYO Program Manager, coordinate with finance to ensure effective budget monitoring for the program in line with existing policies and partner contractual obligations.

4. Logistics and Operations:

  • Coordinate program logistics, including travel, accommodation, and catering.
  • Manage program resources, including budgeting and procurement.

5. Monitoring and Evaluation:

  • Coordinate program monitoring, evaluation, and reporting.
  • Document program progress, strengths, achievements/successes, lessons learned, case studies, and best practices for the program
  • In liaison with the GAYO Program Manager, identify program challenges and areas of improvement and share with relevant stakeholders.

6. Stakeholder Engagement:

  • Support stakeholder engagement and outreach activities.
  • Help build and maintain relationships with program partners and beneficiaries.

7. Administrative Tasks:

  • Perform administrative tasks, such as preparing documents, reports, and presentations.

Desirable Qualities:

  • Strong commitment to children’s rights and education
  • Training capacity for duty-bearers and right-holders
  • Technical report writing and communication skills
  • Knowledge of child-friendly education, active learning, and learner-centered pedagogy
  • Ability to meet deadlines
  • Experience in psychosocial support approaches and disaster risk intervention

Skills and Qualifications:

  • Bachelor’s degree in Education or a related field.
  • More than two years experience in program coordination or a related role.
  • A minimum of four years experience working with international NGOs on education programs. Those with Early Grade Reading and Numeracy programs experience and experience in using common approaches in literacy, numeracy, and safe schools will

  • Strong organizational, communication, and interpersonal skills.
  • Ability to work in a fast-paced environment and prioritize tasks effectively.
  • Proficiency in Microsoft Office and program management tools.
  • Strong problem-solving and analytical skills.
  • Ability to maintain confidentiality and handle sensitive information.
